In a JPEG file, EXIF data is contained within a specific binary segment (APP1). The scrubber simply identifies the start and end markers of this segment and drops those bytes entirely, leaving the raw image data perfectly intact.

Does scrubbing reduce the image quality?
No. Scrubbing is a lossless operation. It simply deletes text data from the file header; it does not touch, re encode, or compress the actual visual pixel data.
Can scrubbed data be recovered?
Once the bytes are deleted and the file is overwritten, the EXIF data is mathematically gone. However, if you have a backup of the original photo on your phone, that copy still contains the data.
Does this remove watermarks?
No. A watermark is visual pixel data baked into the image. EXIF data is invisible text metadata hidden in the file structure.
